Legal & academic background
Mrs. Espinal B. has been practicing maritime, port & logistic law for more than 30 years. Originally from Dominican Republic Mrs. Espinal received a Juris Doctor from the Autonomous University of Santo Domingo (UASD), Dominican Republic; Master's Degree in Diplomacy and International Relations from the Autonomous University of Santo Domingo (UASD), & the Latin American Faculty of Social Sciences (FLACSO).
Mrs. Espinal was appointed by the Congress of the Dominican Republic to write and review the Maritime Commerce bill, dated June 6, 2013. Mrs. Espinal has contributed on several bills related to maritime, port, and renewable energies law.
Mrs. Espinal is President and co-founder of E & M International Consulting, S.R.L. a commercial & maritime legal firm. 2006.

Recognized by the Dominican Port Authority as a Dominican Port Woman.
2017
She is the first Dominican, recognized by the Inter-American Committee on Ports of the Organization of American States (OAS), as Outstanding Woman of America in the Maritime and Port Sector in 2017.
March 2017
Outstanding Woman of the Caribbean Region. She was selected by the Caribbean Maritime Magazine of the Caribbean Shipowners Association, in its "profile" section, as an outstanding maritime and port trade woman in the Caribbean region.
October 2006
Certificate of Recognition by the Inter-American Committee on Ports of the Organization of American States (CIP/OAS), for its active and fruitful cooperation with the activities of this organization and the strengthening of the Inter-American Port Community.
2005
Recognition as Port Woman by the Inter-American Committee on Ports of the CIP/OAS.

Gold Galeon Medal, from the Naval League of the Dominican Republic.
